Rings on the Tokra planet or in Absolute power cant be considered to be the same set of rings on both the surface and underground as we cant really see them move down....
I wasn't suggesting they were...

Those rings do look like Go'uld manufactured ones. Earth would have plenty of rings to study and we certainly know how to activate them, so we install one on the X-303 and it would be compatible with those on Go'uld and ex-Go'uld controlled planets.

I doubt they have the means to "detect" other ring devices anywhere. They would only know about the ones in their possession. First, they'd have to know which planets we're visited/inhabited by the Goa'uld - then they'd need to figure out if it had rings. The only way I can think that they'd be able to figure it out is to try to activate them aboard the Promethius - hoping that they rematerialize somewhere on the Planet. A little bit risky.

So, having rings on the Promethius is only good if you know where the other set is (receiving end)... and that's a big IF.
