The problem with a ground-based single-site radar would be that, barring a very strange rotation, the coverage you would get is minimal due to line of sight problems and what lattitude off the local equator you're at. (ignoring a tilted access and the implied differences caused by that and the radio-opacity of the atmosphere.)
You also risk, with an actively emitting system, detection at a range more than twice that of your radar's detection range.
The ideal system, from a stealthy perspective, would be a set of orbital passive sensors (including visual, thermal, magnetic anomaly detectors, gravitic, etc.) that detect man-made or "sentient" created phenomenae while being hard to detect by conventional means themselves.
The communication system would, ideally, be a tight beam microwave or laser system with minimal off-axis detection potential.
