Let's see: the NID was stopped from stealing tech in order to maintain friendly relations with the Asgaard and Tollan.

Add to that, the Asgaard have no intention of directly aiding Earth in attaining technology nor provide self-sufficient means to defend the planet. They are bound to inaction by the PPT.
So, the SGC thwarted the NID operation for false friendships. Real smart, people.

The NID has done, by the actions in "Nightwalkers", advanced Earth's space program by a previously unimaginable bound. Like graduating from the Wright Flyer I to the Concorde in six years' time.
"But they're evil!" you say. If one can get their head out of the sand and see that Earth is in grave danger from overwhelmingly powerful alien foes, no measure is "too far". We are at war people. Can't build a fort without getting some mud on your hands and run the risk of scraping your elbows.
You know why people like the character of Harry Maybourne (the consumate NID man)? Sure, he's ruthless, sneaky, and unethical. But damn it all, he's also absolutely right.
