actually he didnt use a ribbon device, he used a hara kash which is a ring with a red, yellow adn blue stone on it that he hacked up in the hospital. it's evidentally a device of torture meant only to torture folks to death, hence sam's near miss iwth the paddles

it can apparantly be used to scan for goauld or somethign and also can blank folks memories out (which is what he did with that one driver guy)

Pretty much the same thing. Ribbons can hypnotize, as well as that hara kash thingy. Ribbons fry the brain, so can the hara kash. The only major difference is that the hara kash can scan lifeforms, while the ribbon can project kinetic energy. Both operate by the will of the user, and along with the healing devices, appears to be privy to Goa'ulds and former hosts.
